Many a advisory of Ministry of Health and Family Welfare has surfaced which shows that four states—Maharashtra, West Bengal, Kerala and Chattisgarh—were urged to keep a strict vigil on the coming Second Wave of Coronavirus pandemic much in advance. But these Congress-ruled states did nothing.
The States were advised to keep a strict vigil and it was pointed out that testing rates in these states were really low. “Any laxity at this crucial juncture may squander the results of our collective actions in containing the virus,” says an advisory, dated January 7, 2021.
States reeling under the 2nd Covid wave were forewarned by the Center as early as Jan2021 and followed up with several advisories later. Congress+ ruled states did nothing.

The message, more or less on the same lines, were issued to these four Congress-ruled states subsequently on February 21, 25 and 27 of this year.
Later advisory show Gujarat, Tamil Nadu, Punjab and Madhya Pradesh had been added in the list of worrisome states.
The advisory of February 21 notes: “More than 74% of the case are in Kerala and Maharashtra.” It calls upon distressed states to increase the proportion of RT-PCR Tests, and urges for strict and comprehensive surveillance.
The advisory of February 25 notes with concern that “Maharashtra continues to record the highest numbers of daily cases.” It also underlines a multi-disciplinary High Level Central Teams has been rushed to these states, witnessing spike in cases.
Finally, the advisory of February 27 mentions these states were seeing a worrying upsurge. It had led to a meeting with these states, led by Cabinet secretary, Rajiv Gauba. It again stressed on effective testing, comprehensive tracking and prompt isolation of positive cases.
This is an important revelation for it shows that the present calamity in India was coming due to the criminal negligence of a few states, despite the Centre cautioning them with each passing week.
